Hi, I’m Ferdi. If you’re thinking about moving to Portugal or have already settled here, you’ll quickly learn that life isn’t just about sunshine, wine, and great coffee — there’s also a bit of paperwork. Among the things that surprise many new residents is the Imposto Único de Circulação (IUC), Portugal’s annual car tax.

But don’t worry. I’ll walk you through everything: what IUC is, how to pay it, the common mistakes expats make, and how it ties into the bigger picture of tax in Portugal. And because most people who contact me aren’t just bringing their car — they’re looking at property in Portugal — I’ll show you how understanding local taxes can make your move smoother.

What Is IUC and Who Pays It?

If you own a car in Portugal, you pay IUC. It’s not optional. Whether your car is on the road or parked in your garage, the tax applies as long as it’s registered in your name.

Who needs to pay:

  • 🚘 Portuguese residents with cars registered locally

  • 🌍 Expats who imported a vehicle to Portugal

  • 🔁 Anyone who has just bought a used car in Portugal

💡 Pro Tip: IUC is based on the car’s engine size, CO₂ emissions, age, and fuel type, not its usage. So even if you drive 100 km a year, the bill is the same.

When Do You Pay Car Tax in Portugal?

IUC is due once a year, always in the month the car was first registered.

Example: If your car was registered on March 12, you’ll need to pay before the end of March every year.

👉 Forgetting to pay? You’ll face:

  • A minimum €15 fine

  • Larger penalties if you delay further

  • Difficulty renewing inspection or selling your car

💡 Pro Tip: Set a calendar reminder in your phone for the month of registration — most expats get caught out because they don’t.

Exemptions and Discounts

Good news for electric vehicles: If you own a 100% electric car, you don’t pay IUC at all.

That’s right — fully electric vehicles are exempt from annual car tax. Hybrids, however, still pay (though sometimes at a reduced rate).

This policy reflects Portugal’s push toward sustainability. If you’re relocating and considering buying a car here, it’s worth checking the total cost of ownership, including taxes.

How to Pay IUC Online

Paying IUC online is simple once you know the steps. Here’s how I do it every year on the Portal das Finanças (the Portuguese Tax Authority’s website):

  1. Go to portaldasfinancas.gov.pt

  2. Log in with your NIF (tax number) and password

  3. Navigate to:

Cidadãos → Serviços → Veículos → Emitir Documento de Cobrança IUC

  4. Enter your car’s details (plate number, category, etc.)

  5. A payment reference is generated

  6. Pay via your bank app, Multibanco, or MB Way

🏁 Once paid, your receipt is stored in the portal under “consultar IUC.” Always download a copy for your records.

Can You Pay in Person?

Yes. If you prefer face-to-face service, you can pay IUC:

  • At your local Finanças office

  • In a Loja do Cidadão (Citizen’s Shop)

  • At an ATM machine (Multibanco) using your payment reference

This is especially useful for expats who don’t feel confident navigating the portal yet.

What If You Just Bought or Imported a Car?

Two scenarios for newcomers:

  • Bought a used car in Portugal? You take over IUC from the date the car is registered in your name.

  • Imported a car? After clearing customs and paying ISV (import tax), you’ll begin paying IUC annually, just like any other car.

💡 Pro Tip: When importing, remember the “6 months / 6,000 km” rule to avoid extra VAT. Vehicles must be at least 6 months old and have over 6,000 km.

Why Car Tax Matters When Moving to Portugal

For many of my clients, paying car tax is their first real encounter with Portuguese bureaucracy. But here’s the key insight: if you can handle IUC, you can handle property taxes too.

When you buy property in Portugal, you’ll encounter:

  • IMT (Property Transfer Tax): Paid once at purchase

  • IMI (Municipal Property Tax): Annual tax based on property value and location

  • Stamp Duty: Fixed 0.8% at purchase

  • Ongoing IUC if you own a vehicle

Moving to Portugal: Life Beyond Car Tax

Many expats underestimate how different daily life is here. Sure, paying IUC can feel like a nuisance, but it’s just one part of your relocation journey.

Here’s what I see most:

  • First, you register your NIF and bank account.

  • Then comes your car and utilities.

  • Finally, you buy your dream home.

💡 Pro Tip: Don’t wait until you find your house to understand taxes. Most of our clients start with our Buyers Guide, so they know the rules for cars, property, and residency before signing anything.
